Fairness · Recommendation 3

Recognise approved boarding houses and seniors housing

Land with approved boarding houses or seniors housing should be zoned R2 where that reflects the approved use.

What is the issue?

Some land has already been the subject of detailed merit assessment and approval for residential forms such as boarding houses or seniors housing, yet the proposed zoning may not reflect those approvals.

Why does WUFA disagree?

An approval is based on detailed, site-specific assessment. The new zoning should recognise that assessment rather than create a mismatch between approved development and the planning framework.

Key points

  • Approved developments have undergone merit assessment.
  • The zoning should reflect established or approved residential use.
  • A mismatch creates unnecessary uncertainty.
  • Council has used this approach for some constructed seniors housing.

WUFA recommendation

Apply R2 zoning to land with approved boarding houses or seniors housing where that zoning aligns with the approved development.
